E-cards pending with insurance and TPA means after paid the premium amount for health insurance, insurance/TPA takes time to prepare policy copy and once policy copy issued with the policy number insurance company issued the e cards for each covered member in the policy, so after get the policy copy done e card takes time to get issued for the members.
